Jaime V. Ongpin Foundation, Inc. (JVOFI), in collaboration with the municipality of Bagulin, conducted a Participatory Rural Appraisal (PRA) and Training Needs Assessment with the participation of Barangay Kagawads, Barangay Secretaries, SK Chairpersons, and Punong Barangays from Barangays Cardiz, Alibangsay, Dagup, Suyo, Cambaly, Libbo, Tagudtud, and Baay. The workshop was held in Suyo, Bagulin, La Union, on January 27, 2025.
The goal of the PRA workshop was to promote public participation in solid waste management through the use of SWOT analysis, Community and Resource Mapping, Visioning, and Training Needs Assessment tools. During the SWOT analysis, participants highlighted the positive impact of regular clean-up drives, tree planting, and the enforcement of ordinances that support proper waste segregation. The challenges listed included stray animals scattering waste, lack of discipline among constituents, waste from neighboring areas like Benguet, and natural disasters such as typhoons and landslides.
During the Community and Resource Mapping activity, participants identified the locations of Material Recovery Facilities (MRFs), schools, businesses, and other establishments, while also mapping out how waste flows within the community. This was followed by the Visioning and Training Needs Assessment activity, where the municipality envisioned achieving a zero-waste lifestyle, improved water quality, and proper waste segregation starting at the household level. They are also eager to gain more knowledge and skills in practical waste management techniques through future training, such as upcycling, recycling, and the creation of Information, Education, and Communication materials.
The PRA initiative provided a valuable opportunity for the community to reflect on their current waste management practices, identify areas for improvement, and collaborate on concrete solutions to achieve a cleaner, more sustainable future. As mentioned during the opening remarks by Gina Flor, the Municipal Administrator, the importance of community involvement in waste management for the overall health of both the environment and residents was emphasized. Waste management is not just a responsibility, but a shared commitment.
